Abstract This paper addresses the questions of market penetration and locational conflict in a franchise system of distribution. The models developed provide a means to evaluate alternative scenarios and the effects of various franchise policies. It is shown that the market penetration and location goals of the members of a franchise system coincide only under a very limited set of circumstances.

This study examines, from a spatial perspective, both direct consumer costs and those indirect costs relating to public welfare, as well as the resource costs necessary to realize an efficient emergency medical services (EMS) system. General systems and central‐place theories provide the background for the analysis. Based on a sample of forty‐eight contiguous Texas counties, a planning range was identified and primary EMS facility locations that exhibited a high level of stability were noted.
