The first wave of the COVID-19 pandemic was devastating in Peru, which suffered a high death rate and severe economic disruption. These results occurred despite ambitious response measures, revealing widespread institutional weaknesses across the country's levels of government. We analyze responses across the four levels of government, with emphasis on local governance in rural areas, to understand how institutions and contexts shape crisis management outcomes. We focus on the Arequipa region, drawing ...

This play allows Pérez to extend her argument to an examination of the role played by female saints and the Virgin Mary in consolidating and legitimizing Spain's overseas empire. Unlike in her examinations of Lope de Vega and Angela de Azevedo, Pérez includes no biographical information about Moreto y Cabaña. Given her assertions about the play's role ...

There is increasing recognition of the value from incorporating local and scientific hazard knowledge for disaster risk management, but practical integration remains limited. Much management activity remains underpinned by information deficit thinking, which inherently valorizes scientific knowledge and devalorizes local knowledge. To move away from deficit thinking, we develop the concept of "cross-validation" as a step toward integrating types of hazard knowledge. Rather than science validating ...

Mining is an important but often contentious activity. Despite substantial research on mining dynamics and conflict, there has been less analysis of the stakeholders. This paper centers stakeholders and analyzes the case of Peru, asking: Who are the stakeholders in dialogues and conflicts around Peru's mining sector? How have stakeholders changed over time, and how do they vary across contexts? Drawing from reports of Peru's ombudsperson's office (Defensoría del Pueblo) from 2004 to 2019, we compiled ...

Sin embargo, ciertas características del paisaje permiten que algunas especies logren persistir a pesar del impacto en sus hábitats.
