天城カワゴ平火山は,伊豆半島の天城火山北西部に位置する単成火山である.噴出物層序から,同火山の噴火活動は噴火様式の異なる4ステージ(ステージI:火砕サージ噴火→ステージII:プリニー式噴火→ステージIII:火砕流噴火→ステージIV:溶岩流出)に区分できる.このうち,ステージIIで噴出した大量の降下軽石(KGP)はおもに東風により西へ吹送されたが,一部は火口の北または北東~南東方向にも認められ,全体の分布域は伊豆~東海地方のほか南関東,中部山岳地域,近畿地方などの広域に及ぶ.その分布には偏西風の影響がほとんど認められないことから,噴火は夏季に生じた可能性が示唆される.またステージIIIでは,火砕流が天城火山山麓の谷を流下したが,これと同時に灰かぐらが発生し,火砕流の流下域やその西側に細粒火山灰層が厚く堆積した.カワゴ平火山の噴火年代については,14C年代値,周辺地域のテフラ層序,KGPと考古遺物との層位関係から,3,060~3,190yrs BPと推定した.この噴火と同時期(縄文時代後~晩期)の伊豆半島や駿河湾岸周辺の沖積低地では,潟湖の埋積が進み,沼沢地・湿地が発達していた.特に静清平野では, ...

本論文の目的は,2009年12月17日から始まった伊豆半島沖群発地震を利用して,小規模アースダムとしてのため池堤体の地震観測を行い,微小震動レベルにおけるため池堤体の地震応答特性について明らかにすることである.対象ため池は谷池であり上下流の2つのため池が隣接し,2つの堤頂と基盤の3点で観測した.観測は19,20日の2日間行い,極微小から小地震による震度2の地震を含む微小振幅の30の地震動の記録を得た.その結果,振幅の大きく異なるフーリエスペクトルの地震動でも,基盤に対する堤頂のフーリエスペクトル比はおよそ一定の形状を示し,各堤体で固有の振動特性を示すことがわかった.また,地震時と微動のフーリエスペクトル比は類似しており,微動による調査法は有効性を確認できた.

わが国の沿岸各地では,地震・津波対策の緊急性が高まっている.しかし,その実現にあっては,沿岸地域が有する地域性への配慮から,取り組みが難航している地域も少なくない.これに関し,伊豆半島沿岸地域では,地域の特色に合わせて50地区に分割し,地区ごとに津波対策を検討する「津波対策地区協議会」の取り組みが展開されている.そこで本研究では,地域性を考慮した津波防災まちづくりの実現に向けた協議プロセスの実施方策を導くため,上述の「地区協議会」のうち調査資料が得られた37地区を対象に,地区の課題や協議プロセスの特徴をもとに3つの地区類型を抽出し,それぞれの型ごとに住民意見の集約方法や津波対策案のとりまとめ方の特徴として5つの協議タイプを明らかにした.
