東北地方太平洋沖地震を受けて,津波が越流しても粘り強く減災効果を発揮できる海岸堤防の構造検討が求められている.そこで,台形断面の三面張り構造を対象に,津波が越流する時の海岸堤防周辺での流況や洗掘の特性を明らかにした上で,海岸堤防が粘り強く減災効果を発揮するための裏法尻および裏法被覆工の工夫を水理模型実験により検討した.その結果,裏法尻での高流速とともに,海岸堤防の裏法肩での圧力低下の発生や裏法尻での圧力上昇が確認された.また,津波の越流による海岸堤防陸側での洗掘の深さと範囲が越流水深とともに大きくなっていた.それらへの対策として,切り欠きを設けたブロックをかみ合わせた裏法被覆工と,裏法尻に基礎工と地盤改良を施すことで,津波の越流に対して海岸堤防が粘り強くなることがわかった.

2010年2月27日3時34分(現地夏時間),チリ中部沿岸でMw8.8の地震が発生し,この地震に伴って発生した津波は,チリ沿岸の広範囲にわたって被害をもたらした.本稿では,チリで行った現地調査と沿岸の海底地形に注目した分析をもとに,チリでの被災実態を明らかにした.浸水高さは広い範囲で4-10m程度であり,遡上高さは最大で20mを超えていた.沿岸域の大陸棚上や湾内にトラップされた津波が,場所によっては4時間以上の長時間にわたって何度も襲ってきた.地震の規模が大きく揺れが大きかったため,住民にとって具体的に津波の来襲を感じることができたことや,1960年チリ地震津波,2004年インド洋津波を契機として,沿岸で生活する住民の間に津波に関する知識が広く行き渡っており,多くの住民が高台に避難したことが,被害軽減につながった.

Based on the results of field surveys, coastal dike failures caused by the Great East Japan Earthquake were classified into eight patterns. The results of hydraulic model experiments related to major failure patterns reinforced the proposed failure processes.
