1998年8月台風4号の接近に伴う豪雨が福島県南部～栃木県北部に集中した. この豪雨で多くの斜面表層崩壊が認められた. これらの崩壊は侵食前線より下方の急斜面で多発しているとともに, 地下水や表流水の集中しやすい地形・地質条件で生じている. この表層崩壊は厚さ1m未満の根系を含む表土だけの崩壊で, 崩壊面には割れ目のほとんどない低溶結火砕流堆積物が露出しており, 根系の付着は全く認められないことを特徴としている. ここでは, 根系層だけからなるこのような表層崩壊をその崩壊形態から 「根系層崩壊」 と呼, その崩壊状況を説明するとともに, 斜面崩壊に対する植生の根系の防災効果について述べる.調査は, 空中写真による地形解析, 地表地質踏査および簡易貫入試験による地盤調査により行った. 調査の結果, 根系層崩壊の特徴は以下のとおりまとめられる.
