"To the Governor and Legislature Elect, of the state of Mississippi. Gentlemen: By a statue of the last session, the jurisdiction of our laws was extended over the Indian tribes residing within the state. The constitutionality of this enactment has been frequently questioned ... Since the publication of Mr. Wirt's opinion against the validity of the statue of Georgia, I have devoted some attention to the investigation of the 'rights of the states' ...
