His concession persuaded the Duke of Norfolk (C) and Lady Faithful (C) to withdraw amendments aimed at making it easier for terminally ill people to claim the allowance. Lord Skelmersdale said that only someone with a heart of stone would not be moved by the stories of people whose illness progressed until they satisfied the criteria for attendance allowance—but before they could receive it they died. The cost of abolishing the qualification period would be £200 million. The Government had been considering a specific exemption for the terminally ill. The estimated cost, including the consequences for income support and invalid care allowance, would be about £30 million. It was not yet clear how best to target help, but the Government had resolved at the very highest level that the problems must be overcome and help given. "I therefore give a clear declaration of intent that the necessary legislation will be laid in the next Social Security Bill and implemented speedily thereafter."
