Over 600 doctors at the BMA's conference over whelmingly backed a motion deploring the fact that Mr Clarke was often to be seen in public puffing at a cigar. Dr John Marks, chairman of the BMA council, recalled how a former health minister, Mr Antony Newton, had been afflicted by a "hopeless" addiction to tobacco but had never been seen smoking in public. Mr Clarke suffered the same affliction, he said. "We must feel sorry for him... The high-powered committee of peers will approve its report on murder and life imprisonment on July 24 although it will not be published until October. It is expected to influence the way the Government reforms setencing policy for long-term offenders. The committee is likely to call for better supervision of dangerous criminals when they are released.
