News: In the Senate, Yesterday, the bill amending the Act, of March 2d, 1821, entitled an act to reduce and fix the Military Peace Establishment of the United States, was read a third time, and passed, Multiple News Items, Sexton's Report, Smith Carolina Legislature, His Excellency Governor Forsyth has issued a proclamation, announcing that the Hon. GEORGE R. GILMER has failed to declare his acceptance of the office of a Representative of the State in the Twentieth Congress, conferred upon him at the election in October last, according to the requisitions and within the time prescribed by law, and that the office is thereby vacated; and, consequently, ordering an election to be held on the first Monday in October next, for a Representative to supply the vacancy, The Legislature adjourned on Saturday evening last, after passing about an hundred and sixty Acts, most of which are of a private or local nature, Rumor is busy in nominating individuals to fill the several offices in the next Cabinet. Editorial: We learn that Dr. Howard, Mr. Swift, and Mr. Harrison, of the U. S. Engineer Department, accompanied by Mr. Miller and Mr. Fable, of Charleston, arrived at the City Hotel in this place yesterday, on a journey of exploration of the country between Augusta and Charleston, preparatory to the commencement of the contemplated Rail Road.
