Wemyss Anderson to [Trew] suggesting that if a plantation could be bought in Jamaica it could be used as a refuge for emigrants from Africa and as a training place in the growing of sugar for those intending to return to Africa. He declares that the failure of former emigration schemes from the West Indies might be easily accounted for. He asks if he could be introduced to Lord John Russell or James Stephen before he left for Scotland in a few days time.
