Admiral Frederick Warren to Captain Trotter advising a blockade of the Bights of Benin and Biafra while the Expedition was in the vicinity of the Niger to prevent the slave trade from the rivers, this to be effected by placing a naval vessel off the mouth of each river while it was encouraging the establishment of legitimate trade on the Niger. He believed the scheme would have only a limited effect but even that was worth attempting.
