Resumo

Today's dynamic environment results in a significant increase in the level of complexity of the tasks performed by managers of Research and Development Institutes. This paper emphasizes the need for a greater planning effort in Brazilian R&D Institutes. The basic objective of this paper is to present a procedure for the elaboration of a strategic plan. As a basis for the development of this procedure, four levels of planning and control were identified: project planning & control planning and control of support activities integrative planning & control strategic planning & control Two useful strategic planning instruments are described in greater detail: the Service/Client Matrix and the sources and uses of funds statement.
