Resumo

The end of Military Regime in 1985 and the new Federal Constitution of Brazil in 1988 meant the important break through in relation to protection of Human Rights and routinization of judicial institutions. The Brazil redemocratization nevertheless was not enough to society and civil governments have effective control on use of force by police institutions nor have concealed transparency to the public security activities. To the contrary, datas seems to show that the use unlawful, arbitrary and excessive of force, mainly letal force, is one of the greatest problems of security in the country today. In this context, the present article intends, trought documental research and statistical data, to analize the accountability consolidated strategies and the new experiencies on Military Police in São Paulo State between 1989 and 2007.
