ResumoNumero 7 Julio - Diciembre 2002 Revista Mexicana de Derecho Constitucional ISSN 1405-9193 EL PODER MODERADOR Pedro de VEGA * The article tacles the subject of the Real Institution from the perspective of the concept Chief of State . The author embraces the forgotten ideas of the French author, Benjamin Constant, explaining the nature of the Monarchy, and discusses its legitimacy annihilated by history. The essay also studies the structural problems in the States organization, suggesting that more coherent and ad hoc solutions were necessary, than those offered by interpre-tations of the political conflicts of the time.
