ResumoThe installation in 1970 of a refinery in the municipality of Allende's Tula, in Hidalgo State, was an expression of the aim of the Mexican State to create a growth point in the region. The refinery generated an urban and social desestructuracion that ended in a conflict between differents social groups with the municipal authorities. The situation fractured the political order established inside the PRI and allowed the appearance of new social and political actors who began to shape a new local panorama. We study the impact of the installation of the refinery approaching the relations between Mexican State and local power.
