Resumo

O objetivo deste artigo e de analisar as acoes de prefeitos da Regiao Metropolitana de Campinas para gerar desenvolvimento, a partir do potencial economico do Aeroporto Internacional de Viracopos. O referencial da Economia Regional foi utilizado para recuperar a dinâmica da economia contemporânea, organizada em redes de inovacao, producao e comercializacao no mercado mundial. O Direito Administrativo serviu para compreender a formacao de regioes metropolitanas no Brasil, porque as empresas que atuam no mercado mundial optam por municipios inseridos nesses espacos devido a oferta de bens, servicos e infraestruturas. Com esses referenciais foram analisados os Planos Diretores dos 19 municipios da RMC e o fluxo de comercio exterior das empresas filiadas ao Centro das Industrias do Estado de Sao Paulo Regional Campinas. Verificou-se que a maioria dos municipios pretende, isoladamente, aproveitar o potencial de Viracopos. Conclui-se que e necessario um Plano Metropolitano para reordenar a dinâmica urbana da RMC, evitando-se deseconomias de aglomeracao e perdas de qualidade de vida, alem de estimular sinergias entre instituicoes publicas e empresas para eliminar obstaculos nas cadeias produtivas e intensificar o uso de infraestruturas de apoio as atividades economicas, principalmente a de transportes devido as necessidades de reacoes rapidas e flexiveis no mercado mundial. ABSTRACT The aim of this article is to analyze actions by mayors of the Campinas Metropolitan Region intended to generate development derived from the economic potentials offered by the Viracopos International Airport. The bibliographical references on the study of Regional Economics were used in reviewing the dynamics of contemporary economics organized into innovation, production and commercialization networks in the world market. Administrative law served to understand the formation of metropolitan regions in Brasil, as corporate firms which participate in the world market opt for municipalities inserted into these areas of metropolitan regions due to greater offer of goods, services and infrastructure. With these references the above mentioned directive plans from the 19 municipalities that comprise the Campinas Metropolitan Region were analyzed as well as the foreign trade flow of the corporate firms affiliated to the Sao Paulo state. Center for industries in the Campinas region, it was verified that a greater part of the municipalities seek to take individual advantage of the potentialities of the Viracopos International Airport. The article, thereby, conclude that there’s need for a metropolitan collective plan to reorganize the Campinas Metropolitan Region urban dynamics, avoiding economics losses which could, otherwise have been obtained from industrial clustering, and avoiding loss in the quality of life; besides that a collective metropolitan plan would stimulate synergies between public institutions and private corporate firms in the region thereby eliminating obstacles in production chains as well as intensifying the use of support infrastructure to the economic activities, mainly that of transport due to the need for rapid and flexible reactions in the world market.
