Resumo Este artigo tem por objetivo perscrutar se a integração do licenciamento urbanístico ao ambiental, mediante projetos de regularização fundiária de interesse social, previstos pelo programa nacional Minha Casa, Minha Vida , cumpre o objetivo de torná-la, mais que plena, sustentável, como forma de efetivação do direito fundamental à moradia adequada. Verificar-se-á, outrossim, se é possível conciliar esse objetivo com o fomento local, independentemente do legislador federal, à autoprodução de energia solar pelas próprias comunidades de baixa renda cujas posses e propriedades sejam regularizadas, englobando, a um só tempo, todas as facetas da regularização plena: a fundiária, a urbanística, a ambiental e a social. Abstract This article aims to scrutinize if the integration of urban and environmental licensing by land regularization projects of social interest, under national program Minha casa, minha vida , accomplishes the goal of making it more than full, sustainable as a way to the realization of the fundamental right to adequate housing. It will also verify if, moreover, it is possible to reconcile this objective with the local development, regardless of the federal legislature, the self-production of solar energy by the very low-income communities whose possessions and properties are regularized, comprising, at the same time, all facets of full regularization: the land, the urban, environmental and social.
