O artigo pretende verificar como as politicas publicas e as campanhas de combate as desigualdades sociais poem em questao as tematicas da cidadania e da filantropia. Analisa as polemicas que envolvem essa rede de acoes e suas possibilidades de aprofundamento no âmbito da pesquisa academica. Retoma, nesse sentido, o antigo debate vigente no contexto dos movimentos sociais nas decadas de 1980 e 1990, que conferia primazia ao discurso dos direitos sociais como referencia critica as formas de dominacao personalizadas das benfeitorias urbanas. O argumento fundamental desenvolvido e o de que a rede de interacoes que envolve as praticas de intervencao sobre o plano das desigualdades sociais produz um campo complexo de atores e propostas nao redutiveis a uma dicotomia excludente entre cidadania e filantropia. Por outro lado, nao ha como ignorar no circuito de implementacao dos referidos programas e campanhas, a emergencia de supostos ideologicos da dominacao politica ja bastante criticados nas reflexoes academicas e nos discursos produzidos no contexto dos movimentos sociais. ABSTRACT The article intends to verify as the public politics and the campaigns of combat to the social inaqualities put in question the thematic of the citizenship and the philanthropy. It analyzes the controversies that involve this action and its possibilities of deepening in the scope of the academic research. It retakes, in this direction, the old effective debate in the context of the social movements in the decades of 1980 and 1990, that it conferred priority to the speech of the social rights as critical reference to the personalized forms of domination of the urban improvements. The developed basic argument is of that the net of interactions that involves the practical ones of intervention on the plan of the social inaqualities produces a complex field of actors and not reduced proposals to an exculpatory dichotomy between citizenship and filantropia. On the other hand, it does not have as to ignore in the circuit of implementation of the related programs and campaigns, the emergency of ideological presumptions of the domination politics already sufficiently criticized in the academic reflections and the speeches produced in the context of the social movements.
