ResumoDurante muito tempo, as Cortes, em Portugal, foram estudadas como uma instituicao juridica. Contudo, tal perspectiva esgotou-se, e, hoje, devemos estuda-las e entende-las como uma instituicao politica, inserida nos quadros em desenvolvimento do Estado portugues nos seculos XIII e XIV. As derivam-se da antiga Curia Regia, orgao que assessorava os reis peninsulares. Na segunda metade do seculo XIII, atraves de inovacoes que foram sendo incorporadas a instituicao, a Curia se transformou em Cortes. Neste artigo, estudamos algumas questoes relativas a representatividade das ordens sociais nas Cortes, nos seculos XIII e XIV, com destaque aquelas ligadas aos concelhos e suas relacoes com o poder regio. ABSTRACT Representativity and Power in the Portuguese Cortes in the 13th and 14th Centuries: The People's Presence For a long time the in Portugal were seen as a legal institution. However this perspective has been overcome and today we must study and understand them as a political institution, in the framework of the development of the Portuguese state in the 13th and 14th centuries. The stem from the ancient Curia Regia, a body that advised the kings of the Iberian Peninsula. In the second half of the 13th century, through innovations that have been incorporated into the institution, the Curia became Cortes. In this paper we study issues relating to the representation of social orders in the 13th and 14th centuries Cortes, especially those connected to the municipalities, and their relations with the royal power.
