Resumo

The processes which have led to Latin American countries towards democracy have set the ground so that the State can implement policies with social benefits in mind. Furthermore, such processes have also promoted social programs which are not derived from the central government and which are oriented towards the citizenry's self-help and autonomy. Such display of social action can be even widened in Latin America through political and social integration forms that lead to a full developed democratic order. The author stresses the approach that considers social policies not only as the technical matters applied in their design, but as the core of the State-economy-society interrelationship.
