This article discusses the influence of the airport management on airport fees, focusing on the survival of small airports. The authors explore the convenience of having small airports and the ways to make such airports economically self-sufficient. Their approach combines a reduction in airport costs with strategies that enhance the potential for increasing revenue. The authors present the perspective of airport management in Spain, where the Aena Aeropuertos in the unique airport authority that manages all the airports in the country (in comparison to the U.S. and other western countries where the airports are managed individually). They consider three types of revenues: aeronautical revenues (airport charges), commercial revenues (goods and services at the airport), and subventions (government subsidies). The authors conclude by envisioning a scenario in which the managers of small airports could improve the economic situation of their airports by decreasing airport costs and offering competitive conditions to increase the demand. This is presented as a more practical scenario than expecting balanced management cooperatives that combine public ownership and private management.
