ResumoIn this article I reflect on the reasoning behind Law 10.216/2001.I highlight the role of the Anti-Asylum Movement as a determinant for the development of the Law.I hold up Dra.Nise da Silveira as being the true pioneer of Brazilian Psychiatric Reform.I point out that psychiatric reform is not hegemonic in Brazil.I stress the complexity of mental suffering and the humility necessary for anyone planning to attempt to treat it.I draw attention to the fact that the principles of psychiatric reform are the Unified Health Services (SUS), especially the universality and comprehensiveness of care.I reiterate the existence of international standards enshrining the rights of people with mental disorders and the necessary commitment to the duties imposed by Brazilian law.
