ResumoGe(Li) detectors have been used to perform singles, coincidence, and angular correlation measurements on $\ensuremath{\gamma}$ rays present in the decays of 2.5-h $^{117}\mathrm{Cd}^{g}(\frac{1}{{2}^{+}})$ and 3.4-h $^{117}\mathrm{Cd}^{m}(\frac{11}{{2}^{\ensuremath{-}}})$. A total of 112 of the 114 $\ensuremath{\gamma}$ rays observed in the decay of $^{117}\mathrm{Cd}^{g}$ and all 71 of the $\ensuremath{\gamma}$ rays observed in the decay of $^{117}\mathrm{Cd}^{m}$ have been placed in a level scheme consisting of 46 excited states. A total of 51 different $\ensuremath{\gamma}\ensuremath{-}\ensuremath{\gamma}$ cascades were measured at 90\ifmmode^\circ\else\textdegree\fi{} and 180\ifmmode^\circ\else\textdegree\fi{}. The $\ensuremath{\beta}$ branchings from $^{117}\mathrm{Cd}^{g}$ to $^{117}\mathrm{In}^{m}$ and $^{117}\mathrm{Cd}^{m}$ to $^{117}\mathrm{In}^{g}$ were determined to be 20.4% and 1%, respectively. The thermal neutron cross sections for the production of $^{117}\mathrm{Cd}^{g}$ and $^{117}\mathrm{Cd}^{m}$ were determined to be 43\ifmmode\pm\else\textpm\fi{}2 mb and 8\ifmmode\pm\else\textpm\fi{}1 mb, respectively. Spin and parity assignments for the levels of $^{117}\mathrm{In}$ were made in many instances.
