Fiscal Policy and Economic Growth

The strong advance of urbanization and its consequences on the Third World, in the second half of the Twentieth century, were accompanied by the appearance of different theoretical interpretations, among which is the theory of two circuits of urban economy in underdeveloped countries proposed by Milton Santos 1970s. The aim of this work is to reflect on this theory. First of all, the context of the emergence of this theory is analyzed, as well as the theoretical interpretations with which it was discussed. Second, the different reflections about the theory of the two circuits and its applications were considered. At last, the efforts to their update made in contemporary Brazil were highlighted.
