E-learning is a combination of learning services and technology to provide high value learning materials anytime and anyplace. An educational software infrastructure must meet the following key requirements: accessibility, flexibility, extensibility, reusability, interoperability, scalability, security and standards. In most cases, e-learning software will involve development by a number of people simultaneously. The debut of the MPEG-7 standard heralds a new wave of applications for managing the exponential growth and distribution of multimedia content such as content over the internet, digital broadcast networks and home databases. EXtensible Markup Language (XML) is fast becoming a standard format for internet/intranet data information exchange. Component technology allows us to easily and inexpensively develop complex, diverse, dynamic, and pedagogically sound educational software. In this paper, we are going to present the usage and approaches of XML, MPEG-7 and component technologies in e-learning tool development.
