O Tratado de Itaipu, assinado por Brasil e Paraguai, em 1973, criou a maior usina hidrelétrica do mundo à época. As negociações que antecederam e que permearam sua construção foram extremamente complexas e envolveram outros países. As posturas firmes de Brasil e Argentina dificultaram o entendimento a respeito da utilização dos rios internacionais da Bacia do Prata e contribuíram para o retardamento no processo de integração da América do Sul. Itaipu foi fruto de um acordo político e diplomático que envolveu interesses prioritariamente brasileiros, mas que convergiram também com os interesses do Estado paraguaio. Tal fato nos leva a crer que os assuntos políticos se sobrepuseram aos assuntos técnicos relacionados à usina binacional. Dessa forma, buscaremos compreender o processo que se desenrolou nas negociações entre os principais países interessados na utilização dos rios da Bacia do Prata, no caso Argentina, Brasil e Paraguai, durante as décadas de 1960 e 1970. AbstractThe Itaipu Treaty, signed by Brazil and Paraguay, in 1973, created the largest hydroelectric dam in the world at the time. The negotiations that preceded and permeated its construction were extremely complex and involved other countries. The firm positions of Brazil and Argentina thwarted the understanding about the use of international rivers of the Plata Basin and contributed to the delay the integration process in South America. Itaipu was the result of an agreement involving primarily political and diplomatic interests of Brazil but also converged with the interests of the Paraguayan State. This fact leads us to believe that political issues have overshadowed the technical issues related to the binational hydroelectric. Thus, we try to understand the process that unfolded in the negotiations between the main countries involved in the use of the rivers of the Plata Basin, in this case, Argentina , Brazil and Paraguay , during the 1960s and 1970s.Keywords: Itaipu; Relations between Brazil and Paraguay; Brazilian foreign policy.
