ResumoThe rich industrial countries of the North have become increasingly concerned about the impact of human activities on the environment, especially on the changing composition of atmosphere, with its attendant risks of increased ultra‐violet radiation, global warming and sea‐level rise. As these changes are the result of trace gases which are both long‐lived and well‐mixed in the atmosphere, the North needs the cooperation of the South to meet these problems. The South, however, is preoccupied with its own far more immediate environmental crisis of soil erosion, water shortages and the pervasive problems of poverty, themselves the by‐products of its marginal place in the trading world and of rapid population growth. This paper examines the possibilities of meshing these contrasting priorities to the mutual benefit of both parties.
