ResumoAbstract Clientelism has deep roots in the Portuguese political system. The fall of the dictatorship in 1974 and the deep changes which came afterwards did not prevent its continuity. This paper seeks to characterize political clientelism in a national perspective between 1983 and 1993, focusing on the personnel management policies pursued within three public institutions: the hospital system, Radiotelevisão Portuguesa, and the communication companies Correios, Telégrafos e Telefones and Telefones de Lisboa e Porto – both of which had a common administration.
