Resumo

Abstract Deng Xiao-ping put forth the idea of “Marketization” of housing in China in 1980. Since then, the mechanism of “market” has been implicitly accepted by Socialist China. This has resulted in many changes in the urban housing system in which home purchase is now encouraged. This paper reviews the urban housing reform programme which was proposed by the State Council since 1987. Also, the emergence of the dual track housing system in Beijing will be explored. Finally, the problems associated with welfare housing development and the extent of reform to date will be examined.
