Allen Mr. Allen is president of the Marine Municiple Association, an office to which he has been elected for three successive terms. For four years he was manager of the union of town and Skowhegan in that capacity. Mr. Allen is a native of Kentucky. Following his retirement from the Navy in 1934 he established his home in new Portland, Maine.
