ResumoSummary A follow‐up study of cannabis possession offenders was replicated several years later in order to determine if personal and legal characteristics, individual costs and administrative practices had changed. The two samples were remarkably similar in their characteristics and in reported effects of criminalization at both times; what had altered was the greater efficiency with which police and courts dealt with offenders. It is suggested that this streamlining has institutionalized ‘cannabis criminals'as a fact of criminal justice life in contemporary societies, and removed one pressure for reform of cannabis laws.
