A União Europeia está imersa na sua pior crise dos últimos vinte anos. Em 1991, a queda do muro de Berlim e o processo de unificação da Alemanha puseram em causa o contrato inicial do projecto comunitário, assente na divisão alemã, e alteraram os equilíbrios entre as potências europeias. Porém, a visão do Presidente George Bush e a determinação do Chanceler Helmut Kohl garantiram que a unificação se completaria no quadro da Aliança Atlântica e das Comunidades Europeias e, desse modo, foi possível transformar a ameaça da ruptura no acto de fundação da UE. O artigo analisa a evolução e as características da EU como ator estratégico internacional. ABSTRACT The European Union is mired in its worst crisis in the last 20 years. In 1991, the fall of the Berlin Wall and the unification of German jeopardised the initial framework for the community, based on a divided Germany, and shifted the balance of power between Europe’s major nations. However, thanks to the vision of US president, George Bush, and the determination of German chancellor, Helmut Kohl, unification was achieved under the framework of the Atlantic Alliance and the European Communities, turning the threat of a schism into the founding act of the European Union. The article analyses the development and characteristics of the EU as a strategic international player. Palavras-chave: União Europeia, inserção internacional, contrato comunitário.
