The quantum dynamics of a Morse oscillator being periodically forced by an intense monochromatic laser field is considered from the standpoint of a quantum analogue of the classical Chirikov non-linear resonance model. It is found that there are a number of similarities with the quantum dynamics of local modes as studied recently by Sibert, Hynes and Reinhardt: It is possible to determine all the dynamics in this approximation by diagonalizing a certain formally time-independent hamiltonian matrix, and this represents a semiclassical limit of the usual rotating wave approximation. It is possible to interpret and discuss the results of more accurate classical and quantum calculations within this model, as several examples relating to a non-rotating HF molecule in a strong laser demonstrate.
