ResumoThis article presents, in a first time, a description about the educational action developed by Leonel Brizola government, of Partido Trabalhista Brasileiro (PTB), in Rio Grande do Sul, between january 31, 1959 and january 31, 1963. In this period was developed a educational project denominated “No child without school in Rio Grande do Sul”, that resulted in an expressive enlargement of access opportunities to the education. In a second time, it suggests an initial discussion about some elements that can contribute to the governmental project analysis, linked with developmentism, populism and with the personal decision of the governor of prioritizing the education.
