I thank Neil Carter, Kate Crowley, Ian McAllister, Narelle Miragliotta, and Bruce Tranter for comments on earlier drafts. Notes 1. As Crowley (2013 Crowley, K. 2013. Irresistible force? Achieving carbon pricing in Australia. Australian Journal of Politics and History, 59(3): 368–381. [Crossref], [Web of Science ®] , [Google Scholar], p. 379) put it, 'minority government politics created the window of opportunity to introduce carbon pricing'. 2. Under Australia's preferential voting system, parties, before the election, strike deals to exchange preferences with other parties. Where no candidate has enough first preference votes to secure a quota for election, candidates with the fewest votes are eliminated and their preferences are distributed in accordance with the order of preferences lodged by their party with the Australian Electoral Commission until a candidate achieves a quota (see www.aec.gov.au/Voting/count.htm; accessed 4 November 2013). 3. Asked which of 11 issues would be important to the way they voted, respondents ranked health, the economy, and education well ahead of asylum seekers (7th); climate change ranked 11th (Newspoll for The Australian, http://polling.newspoll.com.au.tmp.anchor.net.au/image_uploads/130803%20Issues.pdf; accessed 31 October 2013). In no week of the campaign or in the exit polls did the carbon tax figure among the top five issues of concern to voters (www.politifact.com.au/truth-o-meter/statements/2013/sep/12/julie-bishop/referendum-carbon-tax-myths-mandates/; accessed 21 November 2013). 4. Despite adverse weather in Sydney and Perth, an unprecedented 60,000 people attended Climate Day rallies on 16 November 2013.
