Resumo

The present paper analyses the contradictory introdution of the universal sufrage in Argentina since the Independence (1816). At same time there was a progressive cutting of citizenshiprights which had favoures the political "clientelismo", a typical feature of the "caudilhismo". The author also explores the judicial reports from the Province of Buenos Aires where it could be find the "vagos e malentretenidos". Key-words: Argentina; XIX century; "vagos e malentretenidos".
