The magnitudes, velocity dependences, and $Z$ dependence of projectile $K$ x-ray cross sections measured for 20-56-MeV ${\mathrm{F}}^{7+,8+}$ incident on ${\mathrm{H}}_{2}$ and He are well reproduced by direct Coulomb excitation theories, in contrast with previous evidence for multistep excitation processes.
