Racial disparities in health care delivery and outcomes have recently received national recognition, prompting the development of health care policy and the formation of federal research organizations. Healthy People 2010 is a health promotion and disease prevention agenda initiated by the Department of Health and Human Services aimed at eliminating health disparities and improving the health of all people in the United Sates during the first decade of the 21st century [ [1] U.S. Department of Health and Human Services Tracking Healthy People 2010. Two reports by the Institute of Medicine (The Unequal Burden of Cancer and The Unequal Treatment of Cancer) have suggested that racial disparities develop from a complex interplay of social, and economic factors and that efforts must be aimed at the development of legal, regulatory, and policy interventions as well as facilitate improvements in health care systems to effectively address this health care problem [ 2 Institute of Medicine The Unequal Burden of Cancer. In response to these public policy statements, the National Institutes of Health established the National Center on Minority Health and Health Disparities (NCMHD) in 2000 in an effort to improve the health of minority and medically underserved people [ [4] http://www.nih.gov/about/almanac/organization/NCMHD.htm Google Scholar ]. The Center to Reduce Cancer Health Disparities subsequently was created in 2001 to implement the National Cancer Institute's strategic plan for reducing cancer-related disparities across the cancer control continuum from prevention to end-of-life care [ [5] http://crchd.nci.nih.gov/ Google Scholar ].
