ResumoDuring the years 1928-1932, two models for socioeconomic change were developed concurrently in the Mexican states of Michoacán and Veracruz. Yet, despite similar goals--the creation of a modern, integrative, and democratic Mexican state--the architects of these models, Lázaro Cárdenas and Adalberto Tejeda, operated on the basis of completely different political and ideological priorities. Focusing on the issue of the relationship between ideology and politics in the life of the states, the article tries to describe and explain the reasons for the enormous differences in the processes of change in the two states, and their significance for the achievements and political fortunes of the two governors.
