Resumo

Divergence over the notion of security as regards an external European border like the Strait of Gibraltar has produced an ineffective response to contemporary international risks such as terrorism or international immigration. However, in recent years, a series of joint actions have taken place involving states on both sides of the Mediterranean Sea. This is indicative of closer regional relations on security matters. Clear coordination of these structures would be necessary as the first step towards an incipient process of virtual political integration and of closer multilateral relations leading to a common outlook in the face of security threats affecting coastal states of the Western Mediterranean.
