BACKGROUND ; In November 1994, the World Ministerial Conference on Organized Transnational Crime took place in Naples, Italy. The decision to convene this event was taken by the United Na- tions Economic and Social Council (ECOSOC) in 1993. The idea to hold a high-level meeting to address the issue of transnational organized crime was formally proposed by the Government of Italy at the United Nations General Assembly, in 1992.
