Resumo

An anthropologist specializing in the Russian North surveys the results of a program funded by Governor Roman Abramovich to modernize the Chukchi Autonomous Okrug and to support the resettlement of pensioners and others wishing to relocate to other, more temperate regions of Russia. After outlining the character of the modernization initiative, the author provides a description of the relocation program and an analysis of the factors contributing to, and detracting from, its success. This update contextualizes reform and resettlement in the okrug in anticipation of Abramovich's possible early exit from office, which could drain the region of much of the funding and administrative impetus on which the modernization depends.
