HERA will allow one to extend the study of leptoproduction to four-momentum transfers of 103<Q2<105 GeV2 and Bjorken x 10-4<x<10-2. Detailed Monte Carlo simulations are necessary in order to describe standard model processes and to understand backgrounds to possible new physics in this unexplored kinematic region. The Monte Carlo programs which describe the perturbative QCD processes, leading to inclusive hadron production, at HERA are outlined. They may be conveniently but artificially separated into the two areas of leptoproduction (large Q2) and photoproduction (Q2 approximately=0).
