Further, of this amount, the authorities stated that the proportion for wheat production was near 50 percent (author interview, Ministry of Agricultural Jihad, 2004). These enormous subsidies made the production of wheat profitable and consequently created huge incentives for peasants to produce it. Nevertheless, the government's policy of higher wheat production and the country's self-sufficiency in this yield cannot be evaluated positively because the profitability of wheat production changed the exploitation of land in favor of wheat and at the cost of other yields such as barely, animal fodder, and so on. Moreover, considering that the government purchased wheat for 1780 rials/kilo and sold flour to bakeries at only 40–50 rials/kilo, the production of wheat is very costly.
