Electronic surveillance in Greek stadia: bureaucratic process and bargaining games of a failed operation

Resumo

Abstract At the turn of the millennium, two major measures were advanced to control hooliganism in Greek football grounds: the installation of a closed-circuit television system and the introduction of the electronic ticket system. While these priorities were considered as the cornerstones of the war against hooliganism, they are still not in effect. This paper draws upon empirical insights and tries to highlight the bureaucratic process and the bargain games between the public and private stakeholders implicated in the counter-hooliganism policies associated with these two failed operations.
