ResumoThe decision-making process at the level of public policies requires increased attention because of the actors involved who have the responsibility to implement the decisions and programmes proposed. This article aims to operationalyze certain theories of motivation applicable in the public policies such as the theory of the hierarchy of needs, theory of the two factors, through a quantitative study in the city halls of the towns that are county seats (Iaşi, Vaslui, Bacău, Focşani, Galaţi, Suceava, Piatra Neamţ, Botoşani). The article's aim is to identify the subjective elements, the intrinsic-motivational factors (assessment, self-development, social, security needs) and the extrinsic-motivational factors which can determine the decision-making process.
