Resumo

A comparative analysis of the Polish Sejm at three points in time (pre‐1989, 1989–91, and 1991–93) reveals a developmental process that is a product of opportunity and capability. First, the institutionalisation of the Sejm is shown to be highly reflective of external political forces (political parties, elections, and unresolved constitutional issues). Second, evolving capabilities are examined in terms of the composition of the membership, the evolution of the committee system and the level of legislative activity. The study demonstrates that, despite the complexities of democratic transitional politics, the Sejm is acquiring capabilities to exercise effectively its legislative functions.
