ResumoThe New England Patriots wanted to build a new football stadium in Foxboro, MA, adjacent to the old one which would be demolished after the new one was opened. The Environmental Impact Statement (EIS) indicated that one benefit would be a 3.34-dB reduction of stadium noise at the nearest town line because the distance would increase by 980 ft. A procedure to test the resultant noise reduction was developed with keen interest from the Massachusetts Department of Environmental Protection. Touring rock concert sound systems would output high levels of pink noise, twice during sound-checks in the old stadium and then twice in the new stadium; resultant levels would be measured at several locations around the old stadium and then again around the new stadium. This paper will summarize the results of the measurements and will discuss interesting aspects of a test procedure designed by committee, including the importance of declining to be responsible for certain expectations of an EIS.
