Resumo

DOI: http://dx.doi.org/10.12957/rdc.2015.15197 Resumo O objetivo deste artigo está pautado na pesquisa e apresentação de alguns marcos legais dentro da legislação brasileira que tratam sobre a temática de aglomerações urbanas conurbadas, tanto pelo viés de institucionalização destes como nos dispositivos e ferramentas disponíveis para a resolução conjunta de problemas comuns, em especial aqueles referentes à mobilidade urbana interna (intraurbana) e externa (regional/internacional). Ademais, também serão comparados alguns modelos de planejamento e regulação legal adotados por algumas unidades federadas brasileiras. A partir deste ponto, a investigação segue em observar se estes mesmos aspectos, entretanto, no espaço do Mercado Comum do Sul (Mercosul), também estão presentes, por meio de tratados bilaterais e multilaterais firmados entre os países membros. Abstract This article’s objective is based in the research and presentation of some legal marks in the Brazilian legislation that deals with the conurbated urban agglomerations thematic, simultaneously from the aspects of institutionalization also the devices and tools available to face conjoint mutual problems, especially those related to internal (intraurban) and external (regional/international) urban mobility. Furthermore, there will be also compared some models adopted by some federated units in Brazil from the points of planning and legal regulation. From this basis, the research will advance in the direction to identify if these very same aspects, however, in the space of the Mercado Comum do Sul (Mercosul) are also presented, via the bilateral and multilateral treaties signed between the country members.
