ResumoDoubly differential cross sections for producing ${\ensuremath{\pi}}^{+}$ and ${\ensuremath{\pi}}^{\mathrm{\ensuremath{-}}}$ were measured for several target-projectile combinations. They were $^{40}\mathrm{Ar}$+C, Ca, and U at 1050A MeV and $^{20}\mathrm{Ne}$+Be and NaF at 655A MeV. The ${\ensuremath{\pi}}^{\mathrm{\ensuremath{-}}}$/${\ensuremath{\pi}}^{+}$ ratios are smaller than those expected from several Coulomb effect calculations. The Ne+NaF\ensuremath{\rightarrow}${\ensuremath{\pi}}^{\mathrm{\ensuremath{-}}}$ data exhibit a peak at 90\ifmmode^\circ\else\textdegree\fi{} in the center of mass and ${p}_{\ensuremath{\pi}}$=0.4${m}_{\ensuremath{\pi}}$c.
